Line Officers
Line officers are responsible for the daily operations of the station. Each officer is assigned to a nightly duty crew as well as a weekend duty crew, sometimes with another officer. Together the officers manage the crew activities including training and scene operations.

 

2015 OPERATIONAL OFFICERS

 

CHIEF - TONY COOCH
 

Tony has been a member of the fire service since 2002 and joined Stonewall Jackson in 2004. He has previously served as Fire Captain as well as Fire Lieutenant.  Tony has also previously worked as station Vice President and as a general member of the Board of Directors. He holds various certifications which include Firefighter I/II, EMT-B, EVOC III, DPO and Aerial Operator.

 

ASSISTANT CHIEF - TOM WOOD
Tom Wood joined SJVFD&RS in 1993. He has served as an operational officer in the positions of Fire Sergeant, both Fire and Truck Lieutenant and Captain as well as administratively on the department's Board of Directors. Tom is a Fire Instructor II, Officer II, EMT-B, Engine and Truck Driver/Operator, and certified Rope Rescue 2, Confined Space, Trench, and Vehicle Rescue.

CAPTAIN, FIRE OPERATIONS - FRED McEVILLY
Fred McEvilly has been in the fire service since 1991. Fred joined SJVFD in 2002 and has previosuly held the position of Fire Captain, Fire Lieutenant and Training Lieutenant position. He has also been a member on the Board of Directors. Fred is a certified Firefighter I/II, Officer IV, Instructor II, DPO and Aerial Operator. His other certifications include HTR Confined Space Rescue and Rope Tech., Vehicle Rescue Tech., and EMT-I.

 

CAPTAIN, HEALTH & SAFETY -JESSIE BEST

Jessica (aka Jessie) has been a member of the SJVFD since 2003. She has previously held the position of EMS Operations Lt and technician. She is certified as a Nationally Registered Paramedic, Firefighter, Driver/Operator, and Aerial Operator.

 

 

LIEUTENANT,  HEALTH & SAFETY - BEN COCHRAN

Ben initially joined the fire & rescue service in 1996 and joined SJVFD in 2004.  He has served as a member of the Board of Directors, and represented Stonewall at the county level as part of several FRA committees.  Most recently he served as a Technician in the Health & Safety Division.  He is also a current member of the County's Instructor Cadre teaching the new volunteer recruit firefighter classes at the Public Safety Training Center.  He holds certifications as an Officer I, Instructor I, Firefighter II, and EMT-B as well as many others.

LIEUTENANT,  SPECIAL OPERATIONS AND PROJECTS  (S.O.A.P.) - TYRELL LASHLEY
Tyrell joined the department in 2008 and has served on the Board of Directors.  Tyrell is currently the human resources chairman and responsible for recruitment, retention, onboarding and compliance for the department.  His assignments within the training division consists of new recruit and EMS Officer training. Tyrell has worked in public safety for most of his life.  Some of his positions include the Vice-Chairman of Disaster Operations for the American Red Cross of the National Capital Area, International Lifeguard Training Program (ILTP) instructor trainer, and currently works in Public Safety Communications.  Tyrell holds a Bachelor’s degree from Ithaca College and is currently pursuing his MBA.
 

 

LIEUTENANT, TRUCK COMPANY OPERATIONS - DREW TAYLOR
Drew Taylor joined SJVFD in 2008 and previously held the rank of Truck Company Technician. He is a certified Firefighter I/II, Driver-Pumper Operator, Aerial Operator, and EMT-B. Drew's certifications include HTR Technician, Instructor I, Officer I, and multiple ICS Certificates. Combining his certifications and operational experience, Drew can both drive and boss the Engine, Truck, and Ambulance.

 

LIEUTENANT, LOGISTICS - BRIAN KENAVAN

Brian Kenavan joined SJVFD in 2008.  Brian is a certified Firefighter I/II, DPO and Aerial Operator. His other certifications include HTR Rope Tech, Vehicle Rescue Tech., and EMT-B.  Brian is currently is a suppression officer and truck officer.
